Substance abuse services are available in an intensive outpatient treatment program called Living in Balance Chemical Addiction Program (LIBCAP) that offers individual, group, and family counseling, drug screening, case management services, jobs and education assistance, HIV education, and psychiatric assessment. These services are available to those living with HIV who have income within the HUD low-income limit and a DSM V diagnosis of substance abuse.
